Fire Extinguisher Inspection: Commercial Requirements and Facility Checklist

For most workplaces that provide portable extinguishers, a sound fire extinguisher inspection program combines a documented monthly visual check, an annual maintenance check, scheduled internal maintenance and hydrostatic testing, and prompt correction of any defect. What counts as a fire extinguisher inspection?

The word inspection is often used for several different activities. They are not interchangeable. OSHA’s portable fire extinguisher standard assigns employers responsibility for inspection, maintenance and testing, requires visual inspection monthly, and requires an annual maintenance check. Hydrostatic testing follows separate intervals based on extinguisher type and condition.

What should a monthly visual check include?

A monthly check should be simple enough to complete consistently and specific enough to trigger action. The person performing it should follow the site procedure and the extinguisher manufacturer’s instructions. At minimum, verify the following observable conditions:

  • The extinguisher is in its assigned location and is readily visible or clearly identified.
  • Access is unobstructed; furniture, stored material and temporary construction have not blocked it.
  • The operating instructions face outward and remain legible.
  • The safety pin, tamper seal, handle, hose and nozzle appear present and undamaged.
  • A gauge, when provided, indicates the operable range; units without gauges receive the checks specified for their design.
  • The cylinder shows no obvious leakage, corrosion, dents, contamination or other physical damage.
  • The inspection record can be associated with the correct asset and location.

Do not attempt an improvised repair or discharge a unit to test it. Isolate and escalate an extinguisher that appears damaged, discharged, over- or under-pressurized, missing a seal, or otherwise questionable. What happens during annual extinguisher maintenance?

Annual maintenance is more than the monthly look-over. A qualified provider evaluates the extinguisher in accordance with the applicable requirements, its listed design and manufacturer information, then records the maintenance date. OSHA requires the annual maintenance record to be retained for one year after the last entry or for the life of the shell, whichever is less.

Facility staff should reconcile the vendor’s completed list against the asset register. Look for missing units, wrong locations, unresolved deficiencies and extinguishers added during renovations. How should hydrostatic testing and internal maintenance be planned?

Hydrostatic intervals are not one universal number. OSHA’s Table L-1 lists intervals by extinguisher construction and agent, including five-year and 12-year categories. The standard also identifies conditions that can require action sooner, such as certain corrosion, mechanical injury, fire exposure or damaged cylinder threads. Testing must be performed by trained persons using suitable equipment and facilities.

OSHA separately addresses six-year maintenance for applicable stored-pressure dry-chemical extinguishers that have a 12-year hydrostatic interval, with an exemption for non-refillable disposable containers.
